On your Windows tasks bar, look for the Up Arrow, click it

If you see the File Cloud Sync Icon, it means the application is running. Click the Icon Once

If you see this Windows, the Filecloud Sync app is definately running. Click X to close the Application windows (This just closes the user interface)
